وللمكان ذاكرة أقدم: ففي تسعينيات القرن الماضي كان هنا مخيم لاستقبال الطوارق الماليين — وحين عادت المفوضية عام 2012 قالت في بيانها إن فرقها ستعمل على «إحياء مخيم امبره الذي استضاف اللاجئين الطوارق في التسعينيات»، وإن الموقع «ما زالت فيه نقاط مياه ومنشآت سنرمّمها». ووثّقت اللجنة الأمريكية للاجئين أن نحو أربعة آلاف مالي ممن فرّوا منتصف التسعينيات بقوا في موريتانيا قرب باسكنو يعيشون دون مساعدة حتى عام 2002.

ويروي أهل المنطقة أن بلدة امبره اليوم هي ما استقر من ذلك اللجوء القديم، وأن سكانها صاروا مواطنين موريتانيين. وهذه رواية أهل المكان، وهي متسقة مع أرقام التعداد: فمن نحو أربعة آلاف بقوا في التسعينيات، إلى 1,620 نسمة في إحصاء 2013، إلى 3,158 في إحصاء 2023.

La confusion est presque universelle, alors clarifions d'emblée : « Mbera » désigne deux choses entièrement distinctes. D'abord un village mauritanien permanent, enregistré par l'agence nationale de statistique sous le nom « Mbera (Mbera 2) — امبره », qui comptait 1 620 habitants au recensement de 2013 et 3 158 au recensement de 2023. Ensuite le camp de réfugiés maliens de Mbera, ouvert en 2012 à environ deux kilomètres au sud, et qui porte le nom du village — non l'inverse.

Almost everyone gets this wrong, so let us settle it at the outset: "Mbera" is the name of two entirely different things. The first is a permanent Mauritanian village registered by the National Statistics Agency as "Mbera (Mbera 2) — امبره", with 1,620 inhabitants in the 2013 census and 3,158 in the 2023 census. The second is the Mbera camp for Malian refugees, open since 2012 about two kilometres to its south, which was named after the village and not the other way round. The place has an older memory too: in the 1990s there was a camp here receiving Malian Tuareg, and when UNHCR returned in 2012 its statement said its teams would work to "revive the Mbera camp that hosted Tuareg refugees in the 1990s", and that the site "still has water points and structures we will rehabilitate". The US Committee for Refugees documented that around four thousand Malians who fled in the mid-1990s remained in Mauritania near Bassiknou, living without assistance until 2002. People of the region relate that the village of Mbera today is what settled out of that older exile, and that its inhabitants became Mauritanian citizens. This is the account of the people of the place, and it is consistent with the census figures: from around four thousand who stayed in the 1990s, to 1,620 in the 2013 census, to 3,158 in 2023.

Le lieu a une mémoire plus ancienne : dans les années 1990, un camp y accueillait déjà des Touaregs maliens. En revenant en 2012, le HCR annonçait que ses équipes allaient « réhabiliter le camp de Mbéra qui avait hébergé des réfugiés touaregs dans les années 1990 », le site conservant « plusieurs points d'eau et structures à rénover ». Le Comité américain pour les réfugiés a documenté qu'environ quatre mille Maliens ayant fui au milieu des années 1990 sont restés près de Bassiknou, vivant sans assistance jusqu'en 2002.

Les habitants racontent que le village d'aujourd'hui est ce qui s'est fixé de cet exil ancien, et que ses résidents sont devenus citoyens mauritaniens. C'est le récit des gens du lieu, cohérent avec les chiffres du recensement : des quelque quatre mille personnes restées dans les années 1990 aux 1 620 habitants de 2013, puis 3 158 en 2023.

تقوم بلدة امبره على سهل رملي مفتوح شمال المخيم مباشرة، على بعد نحو ستة عشر كيلومتراً جنوب شرق مدينة باسكنو. وتتبع إدارياً بلدية فصالة رغم أن باسكنو أقرب إليها — وهذا من مفارقات التقسيم الإداري في المنطقة. المناخ ساحلي: خريف ممطر قصير يُحيي المراعي، وفصول جافة طويلة.

وإلى الشمال الغربي بنحو كيلومترين ونصف تقوم قرية «امبره 1»، وهي تجمع سكني منفصل — فالاسم في هذه المنطقة يحمل ثلاثة كيانات لا واحداً: قريتان ومخيم.

Le village de Mbera s'étend sur une plaine sablonneuse ouverte, immédiatement au nord du camp, à environ seize kilomètres au sud-est de la ville de Bassiknou. Il relève administrativement de la commune de Fassala, bien que Bassiknou soit plus proche — l'une des singularités du découpage administratif local. Le climat est sahélien : un bref hivernage pluvieux qui ranime les pâturages, puis de longues saisons sèches.

The village of Mbera stands on an open sandy plain immediately north of the camp, some sixteen kilometres south-east of the town of Bassiknou. Administratively it belongs to the commune of Fassala even though Bassiknou is closer — one of the paradoxes of the region's administrative division. The climate is Sahelian: a short rainy season that revives the pastures, and long dry ones. Two and a half kilometres to the north-west lies the village of "Mbera 1", a separate settlement — for in this area the name carries three entities, not one: two villages and a camp.

Le marché de Mbera est l'un des plus actifs de la moughataa : légumes, viandes, tissus, téléphones — et l'artisanat du cuir, de l'argent et du tissage apporté de l'Azawad.

The Mbera market is among the department's liveliest: vegetables, meat, textiles and phones, and handicrafts — leather, silver and weaving — that the people of Azawad brought with them.

Many families have never left pastoral life behind: small herds around the camp, and seasonal transhumance governed by customs shared with their hosts.

تتجه الجهود في السنوات الأخيرة من الإغاثة الطارئة نحو التنمية المستدامة: تمكين اقتصادي، وتعليم مهني، وخدمات تُبنى لتخدم اللاجئين والمجتمع المضيف على السواء. ومهما طال الغياب، يبقى حلم العودة الكريمة إلى الديار حاضراً في خيام مبرّه وبيوتها — وإلى ذلك الحين، تظل هذه الأرض بيتاً ثانياً كريماً.

Ces dernières années, l'effort passe de l'urgence au développement durable : autonomie économique, formation professionnelle, services conçus pour les réfugiés comme pour les communautés hôtes. Et si long que soit l'exil, le rêve d'un retour digne au pays habite toujours les tentes et les maisons de Mbera — d'ici là, cette terre demeure une seconde maison, généreuse.

In recent years the effort has been turning from emergency relief towards sustainable development: economic empowerment, vocational training, and services built to serve refugees and the host community alike. However long the absence lasts, the dream of a dignified return home remains present in the tents and houses of Mbera — and until that day, this land remains a generous second home.
